Allow Project Stages/Statuses to be Assigned to Project Descriptions

Allow Project Stages and Project Statuses to be linked to all Project Types under a specified Project Description - currently it can only be linked to one project type or none. This would allow project stages/statuses to display for multiple project types, not only one or all.
